Ok, made a udev rule and did the reset :  udevadm trigger

had to reset the pvr a few times, and finally got this:

[root at cyclops mark]# ls -la /dev/hdpvr
lrwxrwxrwx 1 root root 6 Apr 10 00:00 /dev/hdpvr -> video4
[root at cyclops mark]#

[root at cyclops mark]# cat /dev/hdpvr > test.ts
cat: write error: Bad address
[root at cyclops mark]#

which is exactly what I always had.  I think there's either a driver 
issue, or the hardware is bad..
