If it's mkv/matroska
mkvmerge/mmg is able to do this, I think, it has as options:
"--split" "timecodes:1800s"
If it's a MPEG-TS you can use tsMuxerGUI, which also has a split/cut
function.
PS. if it's MPEG-TS, be sure to have .ts as the extension, otherwise it
won't work.
