Every one of my recordings has a hard rule to start 5 min early and
end 5 min late.  This is not soft padding, it's the actual hard
padding in the rules.

Unfortunately I have NO idea how I accomplished this.  I've had it
this way for at least 2 years, though.  Maybe it used to be an option
(in .19 or something?) and has been set for me ever since?

All I know is it's exactly like a template would be... when I do a new
rule, and check the details, it's set for 5 before, 5 after already.
