I'd use an SSD for (a) database and (if you need it) (b) swap,
since both of those involve quite a bit of random seeking.  And
maybe (c) OS, if you need to.

Then use rotating (cheap!) storage for the actual video.

Are you really seeing disk-seek-contention issues if nothing but video
is on your (spinning) drive?  (If so, buffering to SSD might make sense,
if you can't just add a spindle.)
