The populating of programid data from DVB-S EIT data is currently
broken, as far as I can tell and from the tickets linked below. I have
no programids at all on my DVB-S/T box, but I would expect this
judging by the comments in the tickets as I haven't rescanned either
service since updating the box to 0.22-fixes (I was doing a lot of
channel scanner testing some months before the release).

The DVB-T side of things was fixed after 0.22 was released, so you
should get correct default authority and programid data if you rescan
on a current 0.22-fixes installation.
