I have the Play button = P = PLAY and Pause = O = PAUSE. During
playback, the Pause button turns pause on and off, while Play only
resumes from pause.

No need. Set PLAYBACK to P, too.

(By binding O to UPCOMING, the otherwise-useless Pause button becomes
useful everywhere outside playback.)
