This misfeature is intended to allow users to mis-use the pre-roll and
post-roll times as soft padding.  All to often, users do this because
their guide data is inaacurate and they are too lazy to always set
appropriate start-early and end-late times and deal with the conflicts
that might arise.  One of the other developers added this in hopes of
putting an end to requests from users to add soft padding.

Paul, I'm going to close the bug report you filed.  If you think you
can rewrite the help text to convey the intended use, please reopen
it.
