> I can think of a pretty obvious reason...Films that are not rated are sometimes categorized as documentaries.  Also many older films do not have an MPAA rating.  Many TV movies are also not rated (i.e. something like Stephen King's mini-series).

He is asking why they are not set to level 4 even when he has
specified that NR material SHOULD get thet classification.
