Probably holdover thinking that "VHF is Better", which was true long ago, when 
UHF tuners sucked, and nobody had a UHF antenna. Also, the operating costs 
for a UHF transmitter are much higher than for VHF, though this situation is 
improving. I'm pretty sure they could have got a UHF assignment if they had 
wanted to.

They failed to consider the problems of being "different" from everyone else.
