Technically speaking, there *is* a dual tuner DVB-C device.  The DVB
HDHomeRun will do both DVB-T and DVB-C.  I expect you probably want a
CI, however, in which case it's back to 0 results.

In terms of market, there surely is one, but DVB-T and DVB-S are a
*lot* more prevalent worldwide, and there are few enough manufacturers
of tuners that they likely have to create devices commensurate with
their usage.
