Pretty sure that's distro-dependent. It definitely works on Fedora 
though[*]. Note that if your MIN_SPEED == MAX_SPEED, rather than setting 
MIN_SPEED, you can just set GOVERNOR=performance to achieve the same.

[*] how do I know? 'rpm -q --changelog cpuspeed | less'... :)
