Coincidentally, I was just dealing with a problem like this the other 
day.  I had some Dell workstations with Broadcom gigabit interfaces. 
RHEL 5.3 would only get a DHCP IP on about one boot out of three on 
these systems.  It turns out RedHat only waits for 5 seconds after 
bringing the interface up, then gives up if there's no link.  The 
Broadcom chipset takes up to 17 seconds to select the proper 
configuration and link up.  I had to increase the amount of time RedHat 
would sit around waiting for link.
