Earth is actually a pretty good thermal insulator.  (This is part of the
idea behind "earth-sheltered" homes.)  It feels cool because it also has a
lot more thermal mass than air, but air will convect heat away once it
starts to get warm whereas earth will just sit there.  The extra
electrical insulation that's needed is also added thermal insulation in
its own right.
