Hopefully not many...they would be mostly in sparsely-populated areas.  
It's unfortunate that these are the same areas that aren't served by 
cable TV, of course.

It does seem like the tradeoff here is shorter effective range for more 
content.  People were fairly tolerant of watching noisy analog 
broadcasts if that was what they could get, but the digital standard we 
settled on doesn't tolerate noise at all, so they're out of luck after 
the transition.
