That video is 632x258... Screen is 1920x1080...

When I play higher resolution video or TV mpeg2 recording, there's no
issue. It's only on those divx files ...

I use the nvidia 180.22 drivers, but this happened with earlier
version of the nvidia driver ; I've had this issue for a while...
Before I used to use mplayer to watch external video when I found out
I could use the internal player for pretty much all content
