If your listings data includes programid's (as does Schedules Direct
data), there will be absolutely no effect on scheduling or operation of
MythTV. If your listings data does not include programid's,
adding/modifying a description can affect duplicate matching until you
delete the episode. However, if the shows generally don't have
descriptions, it's likely they're "generics" in which case it will have
no impact on duplicate matching.
Currently there is no UI for changing descriptions, so the only real
ramification of changing the descriptions is all the ramifications that
go along with directly editing the contents of the DB.
Note that I'm hoping to find time to add a UI for editing descriptions
before 0.22 is released...

But tomorrow's listings are always downloaded, so the only way there
could be a difference between using --refresh-today and not is if they
actually add the descriptions the same day the show airs (technically at
some point after you downloaded descriptions yesterday, but before
now). Of course, there would also be a difference if you don't run
mythfilldatabase every day, but anyone in the US should be running it
every day for best results.
