I don't know anything about FIOS, though I would love to.

If you control the STB with an IR remote then you can probably use an IR 
blaster to control it. Most simple blasters these days use LIRC and a serial 
port on the computer.

If you are lucky and have a serial or USB port on the STB then you might look 
into that, but most cable TV and satellite STBs are controlled with blasters.

Look through the archives here for LIRC or blaster, but you will get flooded.
