Yeah, that's it exactly.  Features like wake-on-LAN depend on this.

It's important to keep it in perspective, of course.  If your system 
draws 3 watts while off that's about 26 kWh per year.  At $0.09/kWh 
that's only $2.34 per year, hardly worth worrying about.
