I have no idea what might be wrong. However, I have friends that found 
that their VIA EPIA M10000 was very sensitive to power supply voltage 
levels. Even when the power supply was within spec, the board would not 
boot. The power supply voltage needed to be closer to the target value 
than required by spec.
