And/or if it's nvidia, it disables any outputs that don't have a monitor
attached so X would never start even if you told it to ignore EDID.

There is a way to run VNC without X running, but I forget how to do it as
I use XDMCP, which was designed for exactly this situation - no local
graphics hardware, but remote graphics display.
