The former adds 'soft' padding that the scheduler _does not_ take into
account when scheduling programmes (so it might never be added), but
can add if there are no recording conflicts.

The latter configures default 'hard' padding that the scheduler _does_
take into account when scheduling (so is always added), but this can
lead to increased recording conflicts if trying to record consecutive
programmes with 'hard' start early or stop late timings, and one has
insufficient tuners.
