No, he's not saying that.  What he's saying is that you'll be able to
pick up the same digital stations as you will analog, but he was
assuming you were recording from over the air rather than digital.

You might be able to get the local digital stations through your cable
right now.  Also you could consider using an antenna  (if you're close
to a city) to capture digital TV, the quality will usually be better
than cable because a lot of the cable companies recompress the signal
before broadcasting it.
