Well, not exactly. It really depends on the multiplexes. If, for  
example, you're getting ATSC (free OTA HD) then, it is likely there  
will only be 1 or 2 channels on the multiplex (up to 4 is the most  
I've seen, and that's on PBS). If you want to record something that's  
going to be on both those multiplex channels (lets say PBS6.1 and 6.2)  
*THEN* you could record 2 shows on a single card, but if not, it won't  
work. If you're looking to record something off NBC, PBS, FOX and ABC  
all at the same time, you WILL NOT have enough tuners, because they  
each broadcast their own multiplex. Really, cable is where you're  
going to find the most multiplexes, and unfortunately, most cablecos  
are encrypting their digital signals, so you can't even take advantage  
of it.

Personally, I had hoped that multirec would allow soft padding to  
schedule shows that are airing back to back on seperate tuners so that  
one could record long, and the other could start early without the  
file being spread across 2 recordings. This is technically possible,  
but not in it's current default configuration.
