It is not the HDhomerun doing the low volume.   All of the digital cards will
do it.   I have the same problem and don't have a HDhomerun.

The volume is set in the original mpeg2 stream made by the TV stations (the 
HDhomerun directly copies it), most of the stations here are also setting the 
digital program volume low, and appear to be setting the commercial volume much 
higher.
