That's correct. The digital transmissions in most part of the Europe
adhere to the DVB standard. My tuner cards (Technotrend DVB and
Pinnacle PCTV USB stick) don't care what resolution the signal is. It
doesn't matter if the signal is 720x576 or 1920x1080i (most common
resolutions over here). The signal is just an MPEG file that is saved
on the hard drive.

A different topic is settop boxes or TVs with in-built digital tuners.
Most of them today (in Europe) cannot display HD resolutions, although
they could in theory receive and record them (the ones that have hard
drives) and I know a few devices that does this.
