What it means is that if using Perfect, it's a roll of the dice as to
whether you will get a usable seektable or not.  More often than not,
the seektable for the vobs made with Perfect would be trashed (the
player would think the video was >3000 minutes long).  Alas, neither
mythtranscode --buildindex nor mythcommflag --rebuild  fixed the
problem.

So now I just use k9copy when I want a vob.  You pick which track to
rip, and the seektable is perfectly usable.

If you happen to be running an OSX frontend, then Handbrake is your friend...
