The current MacMini has a DVI output (DVI-I) which includes analog
video so you can do DVI->VGA, DVI->DVI or DVI->HDMI with the
appropriate cable.

The AppleTV has both component and HDVI video outputs so while you
can do HDMI->DVI, you cannot do HDMI->DVI->VGA as HDMI does not
include any analog signals. This would be an example of "DVI-D" in
the case of HDMI->DVI.
