Just to be clear - you want a 24Hz refresh rate when in the GUI so
that when launching mplayer it starts with that refresh rate?

2 options spring to mind. Either add an xrandr command to your command
line for mplayer (should be easy enough) or look at the code for
switching to the GUI video mode - would probably be a one line change
somewhere in libs/libmyth/DisplayeRes.cpp
