I hope I'm not pointing out something basic or obvious and sounding
condescending in the process...so if you already understand then just ignore
my response!

The rules require a hostname because you can run more than one website from
the same webserver.  Specifying an ip address doesn't do anything to tell
apache what website you want to visit.  Back in my days of working with
apache, they were called Virtual Hosts (and may still be called this).
Depending on how you set up apache, you can tell it you have 5 different
websites and point the hostnames to five different folders.  So even though
the hostnames all resolve to the same ip address, apache knows which website
to serve up because it knows the hostname you are requesting.

Last I recall though, you had to explicitly tell it "deny ip address
requests" when working with virtual hosts, because there was always a
"default" website it served up in case it couldn't match the request to one
of the five folders.

You didn't make any sort of explicit rule did you?
