I would say something went wrong for him.  Mine starts a new recording as
soon as I hit "record" button on my remote.  A popup on the OSD tells me it
is recording the current program and my tuner locks (I can't change the
channel).  If I leave livetv and go to Media Library>Watch Recordings I see
the program currently recording in the list.  If I enter livetv again,
another available tuner is selected while the other one is now tied up
recording a program.
