As others have already pointed out in this thread, no:

1) It has no tuners, so you'd need cable boxes for each input.
2) It does only composite video.
3) A single Bt878 won't capture from four inputs at 30000/1001 fps on all
    inputs simultaneously; it'll do (at best) 7500/1001 fps, and probably won't
    even manage that IME.
4) It has no audio input...want to go back to the silent-movie era?

It's designed for low-end surveillance video capture, not for recording TV.
