A reason to consider using udev rules to control V4L and DVB device
nodes. However, it is odd that /dev/video0 was not created (although
you haven't explicitly said this) - do you have any existing
customised udev rules, modprobe entries, or other video devices
installed in the machine?

There are frequently timing issues which can result in devices from
multiple cards/adapters being created with different device numbers
between reboots. udev rules or specific module parameters (such as
video_nr if supported, or ivtv_first_minor for ivtv cards) are the
best way to ensure that device numbers stay consistent over time.
