From what I understand, /etc/mythtv/mysql.txt is only relevent on some
distribution's binary packaging of MythTV. If you manually compile (or
use a different distribution) the mysql.txt file is always in
$HOME/.mythtv/mysql.txt
Given that it's always relative to $HOME, that means there'll be one
mysql.txt for each user you run your MythTV processes as. Often that's
root for mythbackend and someone else for mythfrontend. And possibly
even someone else yet again for mythfilldatabase or mythtranscode,
depending on your particular setup.
