The first--and only--argument that's added to then end of the command 
line specified as the "External channel change command" is the channel 
number (technically, it's whatever is specified as the freqid for the 
channel).  This is shown in the help text displayed when the setting has 
focus, if you have a sufficiently-high resolution screen or 
sufficiently-small font size:

External channel change command
If specified, this command will be run to change the channel for inputs 
which have an external tuner device such as a cable box. The first 
argument will be the channel number.

You can add your own arguments before the channel number by simply 
including them in the command line.
