You did hook up the FM Antenna that came with it to the FM connection  
on the card, right?
I don't remember exactly what I did, but I think I just passed /dev/ 
radio to an audio player and it worked.

radio-ivtv -h should give you some info about how to tune it and stuff.
That's with some recent ivtv driver. I don't know if it's a different  
command with an older version of ivtv.
