Please don't top post. (I fixed it)

Did you try irrecord?
Don't worry about what the *Windows* database / codeset contains.
Try irrecord WITHOUT --force first because if that works its better with 
interpreted codes than raw.

I have not yet posted my lirc.conf for the VIP 1510 as it is using raw 
codes and is not to full satisfaction.
