Sometimes on that same click-through page, there's a checkbox to get a
public IP with fewer restrictions.  It's worth looking for.  I've seen
it in a few places.  You see it mostly in places that cater to business
travelers, since some of them use IPSEC VPNs, which can't traverse NAT
gateways.
