I have no help for you apart than the fact that while the problem is
obviously "caused" by the new card (if that is the ONLY change you
made, and swapping back int he old card gets rid of the problem) it is
not a card/memory/etc speed problem.  My first mythtv frontend was an
HP consumer laptop with a built in ATI M1 (junk!) video card using
shared memory.  It played SD fine with kernel de-interlacing all while
outputting at 1280x720 to an LCD tv.

So while it may be a driver misbehaving, or your computer not going to
AGP mode, or something, it's not the "power" of the video card.
