I don't believe the above statement is true.  More exactly, they have
to keep the local stations analog unless they switch everything over
to digital, in which case they would have to give you a set top box.
I have read the FCC rules on this.  What they can't do is switch the
local stations to digital and keep Fox News, or any other station for
that matter, analog.  After 2012, all bets are off.
