Repeat after me: THERE IS NO LICENSE AGREEMENT.

It's a public performance. Those rights are distinct from the
rights you get from owning a copy of the work. There is no
license. What you lack is the separate permission to perform
the work.

It's like owning a copy of West Side story versus putting it on.
