If price is your main concern, I just got a Hauppauge WinTV-HVR-950 for 
$55 after rebate and it seems to work just fine for ATSC. I haven't tried 
NTSC, and it will not do QAM.

It required a download and build of a kernel module, but that was 
pretty easy.
