I have a windows mce remote that I purchased on it's own (ie, not with
a pvr card), and I had the same problem previously. It's the one
manufactured by Philips, and uses the mceusb2 driver. While looking
for the cause I found a patch online to correct it. It turns out
something about how the driver handled the signals caused it to queue
three button presses before then passing them on to lirc to be
handled. The patch corrected this, sending each press as it came
through. It made the system *much* more responsive.

That was a long time ago (year and a half or two years now), and I
haven't applied that patch to my new Ubuntu Feisty install, and
haven't noticed any problems with my remote.
