the 'analog' teletext is not captured from /dev/vbi but is decoded from the 
MPEG stream. This is true for PVR/IVTV-based cards and DVB cards.

For which stream are you trying to capture vbi?  Pure
analog cards (without MPEG encoder/output) are not supported.
