For what it's worth, MythTV is possible for an incremental $30 to an
existing PC.  I've got it working with a tuner I got at a CompUSA
closeout (Norwood Micro S800 TV tuner) for less than that.  The
software is free.  However, if you only have one PC, it involves
having the Linux operating system running and relegating Windows to
the back seat. 


You should be able to play more than one show back at a time, just not
using the myth playback software.   Myth can capture and record  a
bunch of shows, and you couple point separate instances of a video
player (such as VLC) at the recordings directory and attempt to tile
up accordingly until your processor says "enough decoding already!"

If it's live tv you want to watch simultaneously, then yes, it's a
"one tuner per channel being viewed" proposition.  But Myth doesn't
support that natively.
