Oh ugh, really?

(I'm not running 0.20 yet, so I can't directly test this, but will be
soon.  I currently run 0.18.1 with a cronjob so mfdb runs when -I-
specify.)

It seemed clear from a couple of threads in which I asked about this
(http://www.gossamer-threads.com/lists/mythtv/users/263886 and
http://www.gossamer-threads.com/lists/mythtv/users/254715) that Myth
was going to avoid running mfdb during recording, and, -regardless- of
whether that ever got implemented, it was -at least- going to take
into account the user's preference as its absolute first priority and
not run mfdb during periods the user asked it not to be run---whether
or not "Allow provider to suggest" was checked.

If this is in fact not the case, then anyone in my situation
(scheduler runs glitch recordings, despite doing All The Right Things
to make this not happen) cannot ever allow "Allow provider to suggest"
to be checked, and must either restrict mfdb hours by hand and/or
completely inhibit them and run mfdb from a cronjob at known-idle
times of day (if this is even feasible to do in 0.20; I haven't
checked).
