This won't fix pixellation. I think that's more likely to be problem
with the encoding of the video stream. It takes more bandwidth to
transmit a video stream with more changes (like panning)..... so
depending on the quality of the encoding and the bandwidth, it might
cause a loss of quality and pixelation.
The smoothness I'm talking about with getting your refresh rate to match
the frame rate of the broadcast. If it doesn't match, say if you're
using 60Hz with a 25 Hz video, some frame will be duplicated... which
results in a slightly jerky panning. I also noticed the problem when
credits were scrolling up the screen.
