Signal capture problems on DVB are usually pretty obvious.
Rectangular parts of the picture freezing /  disappearing or changing
into garish colours, and I can't think of any reason why these would
be motion related.

Corruption during of screen motion may be caused by compression in the
broadcast end (if subtle) or more likely during decoding and playback
on your frontend, since your symptoms sound fairly severe.


Have you tried playing other content (DVD rips)  on your frontend, and
your TV captures on a different machine, to verify whether your
problem is capture or playback?
