Depending on your version of MySql, mysql.log may well be quite old
school. On my Debian systems, /etc/mysql/my.cnf has that entry
commented out with a note -
# Be aware that this log type is a performance killer.
#log            = /var/log/mysql/mysql.log
#

Before you chase that one too far, try "man mysqlbinlog".
