I have something similar with 1080i content, but I assumed it had something
to do with my TV (Sharp Aquos). If I adjust the picture-position on the TV
and move the picture up, the garbage scrolls off the top, and the rest of
the picture scrolls in from the bottom. I'm only getting this garbage when
using the DVI input on the TV (connected to DVI on the computer). If I use
a DVI->HDMI cable and use the HDMI input on the TV, it looks OK.
