With hardware acceleration you should get over 1000 fps in glxgears.
There is clearly something wrong with your video driver.
What distribution are you using? This info is absolutely necessary to be
able to help you.
If you are running Fedora, do read this:

You should not use the drivers provided by the manufacturers, but only
use the ones provided by the Fedora or Livna repositories.
I had a similar situation where my nVidia drivers would not work on FC6.
Even switching to an ATI card and installing only the Livna drivers did
not solve the problem. I did not want to clean up FC6 manually, so I did
a clean install and everything works fine now.
